The challenge
Cairns Regional Council was one of the last two councils still operating on the TechOne2023B version. Historically, upgrades required over 10 weeks of continuous engagement across 25+ staff in departments such as Finance, Contracts, Supply Chain, ECM, HRP, and EAM. The council needed a solution that reduced testing complexity while ensuring system stability for a major upgrade.
The solution
Avec provided end-to-end consulting and test management services, including:
- Streamlining regression testing from 2,500+ cases to 1,116, categorised by priority (499 high-priority P1 & P2 cases).
- Developing a comprehensive test strategy and plan.
- Organising test cases in SpiraTeam for efficient execution and review.
- Delivering in-person training to the Cairns testing teams.
- Testing workflows were designed to ensure accuracy, efficiency, and visibility, allowing business teams to validate test cases while preparing for go-live.
The result
- 100% run rate for P1 & P2 test cases, with a 97.6% pass rate.
- 85% run rate across all 1,116 test cases, with an 83% pass rate.
- Go-live was successfully executed on 3rd November 2025, with minimal issues.
- Significantly reduced engagement time and resource effort compared to previous upgrades (from 10 weeks with full business engagement to 4 weeks with partial business engagement, still allowing staff time to complete their day-to-day responsibilities).
