Summary
Our client, the Electoral Commission of Queensland (ECQ) is an independent statutory authority established under the Electoral Act 1992 and is responsible for the impartial conduct of State, local government and industrial elections in Queensland. The ECQ also regulates and promotes compliance with electoral funding and disclosure requirements.
The challenge
ECQ have embarked on an ERP Program with a focus on replacing the current ERP system with a goal to better serve the needs of the QLD constituents and in the short term (Phase 1) to provide:
• Better governance and logistics around running an election
• Better management of political candidates
• Registrations
• Donations
• A pilot of digital voting at a polling booth for one electorate
ECQ had through a rigorous selection process engaged an international supplier for the ERP software. This would however be the first implementation of its kind in Australia, was extremely complex and significantly bigger than any previous project that the ECQ had ever embarked on. ECQ therefore required additional capacity to augment its existing staff contingent and a local project delivery capability.
The difference
Avec were able to blend capability from an array of experienced Avec delivery consultants with those of the software vendor and further augment capacity by leveraging resources available through its association with its Group company – Talent International.
The solution
Avec was responsible for a number of the delivery functions including:
Architecture – responsible for the Architecture in terms of integration and onboarding.
Business Analysis (Solution) – Business Analysis services covering requirements gathering, process mapping, and the design of the voter/candidate registration process.
Business Analysis (Compliance) – Business Analysis services in terms of alignment to legislation and specific requirements to accommodate people with impairments.
Data Migration – Avec provided data capability in terms of analysis, cleansing, consolidating, migrating and testing large portions of highly sensitive data.
Project Management – for the digital voting pilot project.
Master Scheduling – Scheduling to consolidate and co-ordinate all vendor’s delivery commitments while aligning to Government standards.
Program Co-ordination – To consolidate and co-ordinate and program related documentation, meetings and engagements.
A total of 26 consultants were deployed on site over a 2-year engagement.
The result
By leveraging Avec’s delivery capability, ECQ were able to deliver Phase 1 on time and at a fraction of the cost of what this would have costed with a larger consulting firm.
